The Council agree with the Officers Administering the Government and think that a branch of the Chinese Government Foreign Customs surveillance should be established within the waters of the Colony or ashore, provided that it is properly manned for the purposes proposed, and should be recognised by this Government. Considerations of reciprocal advantages have already been availed of, and the arrangement has not appeared to infringe the freedom of this Port, and which hereafter might be needed as a basis for further concessions. Such claims might be forwarded.
